Federal Reserve

The Federal Reserve's schedule (K.8) lists each holiday on its calendar date. The Reserve Banks are open on Friday, July 3; the Board of Governors is closed that day. It covers the Reserve Banks and the Board; it does not set any other bank's hours.

IRS deadlines

Under IRC section 7503, when the last day for an act under the internal revenue laws falls on a Saturday, Sunday or legal holiday, doing it on the next succeeding day that is none of those is timely. The statute defines a legal holiday as one in the District of Columbia. A deadline on Labor Day, Monday, September 7, is met on Tuesday, September 8.
