The municipality where the work is performed generally taxes those wages first, and your residence municipality then taxes you as a resident, usually allowing a credit — full or partial — for tax paid to the work city. This calculator applies one rate at a time and does not compute the residence credit.

What counts as qualifying wages?

Ohio municipal tax is generally levied on qualifying wages, which start from Medicare wages in Box 5 of your Form W-2 with statutory adjustments — not from federal adjusted gross income or Ohio taxable income. That is why municipal tax can be due even when little or no state tax is.

What is a JEDD or JEDZ?

A Joint Economic Development District or Zone is an area created by contract between a municipality and a township, in which a municipal-style income tax applies even though the location sits outside the city limits. Employers in a JEDD/JEDZ withhold that district rate, which The Finder will show for the address.

Does this estimate replace a municipal return?

No. It is a rate-only estimate. Municipalities administer their own returns — many through RITA or CCA, others directly — with their own filing thresholds, credits, loss carryforwards and remote-work rules that a single rate cannot capture.
